New Mission for the North-South Centre (05.2013)


Created in November 1989, the European Centre for Global Interdependence and Solidarity (more commonly known as the "North-South Centre"), was set up in Lisbon1  in May 1990. From the start, it has built on what, until today, still constitutes its fundamentally pioneering dimension and development potential:

- its objectives, both broad and ambitious:

Provide a framework for European co-operation designed to heighten public awareness of global interdependence issues, and to promote policies of solidarity complying with the Council of Europe’s aims and principles (respect for human rights, democracy and the rule of law).

According to the North-South Centre’s statute, this involves the following activities:

- Giving a European dimension to multilateral co-operation initiatives for sustainable development, then serving as a framework for their implementation ;

- Improving education and information on global interdependence and solidarity strengthening ties between NGOs in the North and South ;

- Developing working relations with all international organisations concerned with global interdependence ;

- Acting as an interface between Europe and the South ;

That is why the North-South Centre is often described as the Council of Europe’s window to the world, because its purpose is to assert the validity of the values upheld by the Council beyond the European continent.

Centrul Nord – Sud


Printr-un Acord al Consiliului Europei, s-a instituit Centrul Nord – Sud, denumit oficial Centrul European pentru Interdependenţă şi Solidaritate. Deschis la Lisabona în anul 1990 (cf. Rezoluţiei (89)14 adoptată de Comitetul de Miniştri ai Consiliului Europei din 16 nov. 1989), acesta reuneşte 36 state. În prezent, Centru Nord – Sud s-a aliat Directoratului Consiliului Europei pentru Educaţie, Cultură, Tineret şi Sport.
Mandatul Centrului Nord – Sud este :


·        asigurarea cadrului pentru cooperare europeană pentru creşterea conştientizării publice asupra problemelor interdependenţei globale;


·        promovarea policitilor de solidaritate în conformitate cu obiectivele şi principiile Consiliului Europei: respectarea drepturilor omului, democraţie şi coeziune socială.


Activitatea Centrului Nord – Sud se bazează pe trei principii: dialog, parteneriat şi solidaritate. Guvernele, parlamentele, autorităţile regionale şi locale  şi organizaţiile societăţii civile reprezintă partenerii în acest dialog şi parteneriat cvadriloc, fiind implicaţi în activităţile Centrului.
Centrul Nord – Sud acţionează în două direcţii majore:


·        creşterea conştientizării problemelor interdependenţei şi solidarităţii globale prin educaţie şi potenţialul tineretului,


·        promovarea solidarităţii Nord – Sud în conformitate cu principiile şi obiectivele Consiliului Europei prin dialogul dintre Europa, ţările sud mediteraneene şi Africa.
